Yes. Windows 10 has File History built in so you can restore files from a Windows 7 backup. To do this, open Control Panel, then search for Backup and Restore (Windows 7). Under the restore option, select another backup to restore files from. If the external drive is plugged in it will show here. Follow the prompts to begin restoring files.
