First, create a basic page layout in HTML. Next, save the file as a template in dwt format. To create a new page using your template, go to File -> New and click on the Templates tab. Select your template and re-save your new file as a html page. To edit the template, open the dwt file, make the modifications and re-save. Dreamweaver updates all associated files of  the template.
